Business actors still rely heavily on physical buildings as places to conduct their business activities. While some business actors choose to utilize existing buildings, some others choose to build new ones.
In accordance with Indonesian law, building owners/users are required to obtain building-related permits i.e., Building Approval (Persetujuan Bangunan Gedung/PBG) and Certificate of Worthiness (Sertifikat Laik Fungsi/SLF) as regulated under Law No. 28 of 2002 on Buildings, and amended by Regulation of the Government in Lieu of Law No.2 of 2022 on Job Creation (Law 28/2002).
PBG was previously known as Building Construction Permit (Izin Mendirikan Bangunan/IMB) but then this permit is no longer valid after the issuance of Government Regulation No. 16 of 2021 on the Implementation Regulation of Law No. 28/2002 (Regulation 16/2021). The difference between the two permits is that PBG allows buildings to have multiple functions, while IMB only allows buildings to have one function.

Off to the main question, how to obtain PBG, SLF, and other building-related permits? According to Law 28/2002, the application to obtain PBG and SLF can be made through the Building Management Information System (Sistem Informasi Manajemen Bangunan Gedung/SIMBG), which is organized by the Ministry of Public Works and Public Housing. Besides for processing PBG and SLF, SIMBG is also used to process other building-related permits including:
- Building Ownership Certificate (Surat Bukti Kepemilikan Bangunan Gedung/SBKBG)
- Technical Demolition Plan (Rencana Teknis Pembongkaran Bangunan/RTB)
- Other building data/information
The use of SIMBG is mandatory for building owners and users to obtain PBG, SLF, and SBKBG for commercial and residential buildings. This week’s Legal Updates will discuss in general about SIMBG and how to obtain the aforementioned permits.
PBG, SLF, and SBKBG each have their respective purposes and functions, for which business owners are required to obtain each for different purposes. ET Consultant has summarized the objectives of obtaining permits, the functions, and the validity of each permit in the table below:

What are the steps to obtain PBG, SLF, and SBKBG? As briefly discussed above, applications for these three permits can be made through SIMBG (simbg.pu.go.id). Below are several steps to take to obtain the permits as summarized by ET Consultant:
